Tattoo Licensing In South Africa

Before opening a tattoo studio, ask the environmental-health office responsible for your proposed address which approvals apply. A training certificate and permission to operate premises serve different purposes.

Start with the address and the service

Give the municipality the proposed street address and explain that you intend to offer tattooing. Say whether the space is a dedicated studio, a room within another business or a home-based workspace. Ask which department handles environmental health and whether planning or building officials also need to assess the proposal.

Use the authority’s own terminology for the required approval. Do not assume every municipality issues a document called a “tattoo licence” or follows the same application sequence.

Ask for the written requirements before fitting out

Request the applicable by-law, application form and inspection checklist. For example, Cape Town’s published Environmental Health By-law has a section covering tattooing and body piercing. • Is the proposed use allowed at this address?
• Which premises approval or certificate is required, and who issues it?
• What information should accompany the application?
• What layout, facilities and waste arrangements will be assessed?
• Is an inspection required before opening?
• Are there renewal, display or change-of-premises requirements?

Keep business registration and training documents separate

Ask which business or operator details the authority needs for your particular application. Do not assume registering a company settles the premises requirements, or that a course certificate automatically authorises you to trade.

Record the answers and outstanding actions

Keep the department name, contact person, date, relevant form or by-law version and the written response. Maintain a short list of outstanding items, such as confirmation of permitted use or a requested inspection. If you move premises or add a service, ask whether the existing arrangements still apply.
